Authorizes private employers to voluntarily adopt and apply a veterans' preference employment policy when hiring, promoting, or retaining employees.

Defines "veteran" as individuals who served on active duty in the U.S. Armed Forces for more than 180 days with an honorable discharge, or were discharged due to service-connected disability, or served in reserve or National Guard components under active duty orders.

Requires any veterans' preference policy to be in writing and applied uniformly across all employment decisions regarding hiring, promotion, and workforce retention.

Applies to all private employers including sole proprietors, corporations, partnerships, limited liability companies, and other private entities with one or more employees.

Takes effect immediately upon approval.
