Amends Michigan's Natural Resources and Environmental Protection Act to define and regulate prohibited and restricted nonnative species in the state.

Establishes comprehensive lists of prohibited species (including aquatic plants like hydrilla and fanwort, fish species like bighead carp and round goby, insects, mollusks, mammals, and birds) that cannot be introduced into Michigan.

Establishes lists of restricted species (including Eurasian watermilfoil, curly leaf pondweed, and zebra mussels) that are naturalized and widely distributed but still subject to management restrictions.

Clarifies that the Natural Resources Commission regulates non-insect and non-plant species while the Agriculture and Rural Development Commission regulates insect and plant species, with 30-day notice and consultation requirements before issuing new orders.

Adds exemptions allowing persons to possess live organisms without violation if obtained from the environment at the location where found, obtained for immediate destruction, or present on their land without having been knowingly introduced.
