Authorizes the Department of Agriculture and Rural Development and colleges/universities in Michigan to grow and cultivate industrial hemp for research purposes under agricultural pilot programs or academic research projects.

Defines industrial hemp as Cannabis sativa L. with delta-9-tetrahydrocannabinol concentration not exceeding 0.3% on a dry weight basis.

Requires shipments of industrial hemp to include documentation on official letterhead indicating the hemp is authorized under the Industrial Hemp Research Act.

Establishes the Industrial Hemp Research Fund within the state treasury to receive money from federal grants and other sources for hemp research.

Authorizes fund expenditures for conducting industrial hemp research and providing grants to Michigan colleges and universities for hemp cultivation and growing research.
