Creates the Sexual Assault Kit Evidence Submission Act to establish procedures for collection, handling, and analysis of sexual assault kit evidence.

Requires health care facilities to notify investigating law enforcement agencies within 24 hours of obtaining consent to release sexual assault kit evidence, and to store unreleased evidence for a minimum of 1 year before destruction.

Mandates law enforcement agencies take possession of sexual assault kit evidence within 14 days of notice and submit it to the Department of State Police or accredited laboratory within 14 days of taking possession.

Requires sexual assault kit evidence to be analyzed within 90 days of receipt, with resulting DNA profiles uploaded only to state and national databases as specified by the Department of State Police.

Prohibits courts from excluding DNA evidence or invalidating database matches based on law enforcement's failure to comply with submission timelines, and prevents accused or convicted persons from objecting to such failures.
