Establishes the Michigan National Guard Tuition Assistance Program within the Department of Military and Veterans Affairs to provide tuition assistance to eligible National Guard members.

Defines eligible persons as Michigan National Guard members in active service who are not absent without leave or under military charges, with additional criteria to be determined by the Adjutant General.

Allows eligible members to apply for tuition assistance before or after enrolling in public or private colleges, universities, vocational schools, technical schools, or trade schools located in Michigan, with assistance amounts determined annually by the Adjutant General.

Creates the Michigan National Guard Tuition Assistance Fund within the state treasury with a $10,000,000 maximum balance; excess funds lapse to the general fund.

Requires eligible persons receiving assistance to maintain a minimum 2.0 GPA and reimburse the fund if they do not complete their course of study, unless deployment prevented completion as determined by the Adjutant General.
