Establishes civil fines for seller violations: up to $1,000 for first violation, $5,000 for second violation, and $10,000 for third and subsequent violations within a 3-year period.

Makes it a misdemeanor for individuals to violate the purchase prohibition, punishable by a fine of up to $500.

Allocates civil fine revenue from seller violations: 60% to the local police agency issuing the citation, 20% to the Department of Treasury tobacco tax unit, and 20% to the court collecting the fine.
