Modifies the number of charter commissioners for counties with population over 600,000 from a fixed maximum to a range of 13 to 35 commissioners.

Requires charter commissioner candidates to have been qualified electors in their district for at least 6 months.

Prohibits elected county officials from running for charter commissioner unless they first resign from their current position.

Establishes a 2-year waiting period before county board members or former members can serve as the county's chief administrative officer.

Effective immediately upon the Governor's approval on October 9, 2014.
