Appropriates $10,000,000 in one-time state general fund money to the Department of State Police for fiscal year ending September 30, 2014 to address freeze damage.

Funds are designated for emergency management assistance to municipalities and counties in Michigan's Upper Peninsula experiencing damage to water mains, sewer lines, and public infrastructure from prolonged freezing temperatures and subsequent thaw.

Eligible applicants must maintain an emergency management program, implement emergency operations plans, exhaust local resources, demonstrate financial hardship, conduct damage assessments, and declare a local state of emergency.

Reimbursement limited to public damage and direct losses resulting from the prolonged freeze, with grants administered by the Department of State Police under established standards and procedures.

Unexpended appropriations are classified as work project appropriations available for expenditure through September 30, 2018.
