Establishes the "genetic parentage act" to provide a process for determining paternity through genetic testing when at least one party is receiving services from a title IV-D agency (child support agency).

Allows a man to be legally established as the biological father if genetic testing shows 99% or higher probability of paternity, conducted by an accredited laboratory, with written consent from both mother and alleged father.

Grants the mother initial custody of the child upon establishment of paternity through genetic testing, without prejudice to either parent's right to seek court orders for custody or parenting time.

Requires the title IV-D agency to file a genetic paternity determination form and summary report with the state registrar, which may be used to amend the child's birth certificate to include the father's name.

Prohibits use of this act if paternity has already been acknowledged, established by court order, or if the child is subject to a pending adoption proceeding.
