Creates the Summary Support and Paternity Act to establish a streamlined procedure for determining paternity and child support obligations in Michigan.

Authorizes Title IV-D agencies to file statements with circuit courts to establish paternity for children born out of wedlock who receive public assistance or whose parents have applied for Title IV-D services.

Allows alleged fathers 21 days to admit paternity, request genetic testing, or provide proof of exclusion; if no response is received, paternity is automatically established.

Requires genetic testing to achieve 99% or higher probability of paternity for cases where the alleged father contests paternity, with test results processed within 28 days.

Eliminates filing fees and court reporter costs for paternity and support proceedings, though courts may assess costs and attorney fees against the nonfiling party; effective March 17, 2015, contingent on passage of HB 5463, HB 5464, and HB 5583.
