Amends the Family Support Act to allow the prosecuting attorney to transfer child support responsibilities to the friend of the court, a county-employed attorney, or the Department of Human Services through an agreement with the county Department of Human Services.

Requires the prosecuting attorney to act as attorney for the petitioner when a custodial parent or child is determined eligible for public or medical assistance or when a complaint is filed under section 1b.

Designates child support proceedings as actions on behalf of the state rather than on behalf of any individual party.

Requires use of the child support formula under the Friend of the Court Act as a guideline for petitioning child support.

Directs that child support payments received be transmitted to the Department of Human Services when the custodial parent and child are receiving public assistance.
