Amends Michigan's Status of Minors and Child Support Act to clarify that parents are jointly and severally obligated to support minors as prescribed in the Support and Parenting Time Enforcement Act, unless modified by court or the minor is emancipated.

Allows courts to order parental support for children after they reach 18 years of age, subject to section 5b of the Support and Parenting Time Enforcement Act.

Expands who may enforce child support obligations to include the minor, the child who has reached 18, their guardian, relatives within the third degree, authorized government agencies, and the director of the state or county department of human services if the child receives public assistance.

Permits the prosecuting attorney and department of human services to transfer the prosecutor's child support responsibilities to the friend of the court, a county-employed attorney, or an attorney employed or contracted by the department of human services.

Becomes effective 90 days after enactment, which is March 17, 2015.
