Authorizes trustees to make payments from the self-insurers' security fund to disabled employees or dependents whose private self-insurer becomes insolvent and cannot continue benefit payments.

Allows employees or dependents to request payments through the fund administrator or by filing a petition for hearing with the bureau if disabled or death occurs while employed by an insolvent private self-insurer.

Payments from the fund do not cover any period of disability before the date of the request to the administrator or the date of the petition for hearing.

Permits the fund to reimburse subsequent employers if there is an apportionment of liability under section 435.

Provides special authorization for payments to employees of a specific employer that became a self-insurer in May 1999 and filed for bankruptcy in 2005, covering employment from May 28, 1999 to October 7, 2009, with the fund entitled to reimbursement from any carrier found responsible for those benefits.
