Reduces examination fees for electricians, fire alarm contractors, and sign specialists to $25.00 after September 30, 2015 (from $100.00 if paid on or before that date).

Reduces initial and renewal license fees for master electricians, journeymen, and apprentices effective after September 30, 2015 (e.g., master electrician drops from $50.00 to $25.00).

Waives all licensing and registration fees for veterans who provide Form DD214, DD215, or equivalent documentation showing honorable discharge or honorable conditions from military service.

Allows armed forces members with military electrical experience to qualify for journeyman licensure by providing affidavit from commanding officer documenting 8,000 hours of entry-level electrical experience and knowledge, in addition to exam and traditional experience requirements.

Requires department to issue contractor licenses within 90 days of completed application; imposes penalty of full fee refund plus 15% discount on next renewal if deadline is missed, and prohibits discrimination against applicants whose fees were refunded.
