Amends 1990 PA 319 to add enforcement mechanisms and penalties related to local firearms ordinances that violate state law.

Requires local units of government to bring existing ordinances or regulations into compliance with state firearm restrictions within 90 days of the law's effective date.

Allows individuals or organizations adversely affected by violating ordinances to sue in district court beginning 91 days after the law's effective date.

Requires courts to declare violating ordinances void, issue injunctions against enforcement, order amendments or repeal, and award costs and attorney fees to the prevailing party.

Imposes civil fines up to $5,000 against elected or appointed officials who knowingly and willfully enact or enforce violating ordinances, with public funds prohibited from defending such officials.
