Creates a local government mandate panel within the legislative council to ensure compliance with section 29 of article IX of the 1963 Michigan Constitution.

Panel membership includes the directors of the house and senate fiscal agencies (voting), the director of the department of technology, management, and budget (nonvoting), and 5 jointly appointed members representing counties, cities/villages, townships, school districts/intermediate school districts, and community colleges.

Members serve 4-year terms with initial appointees serving staggered terms of 1-3 years; the panel meets at least quarterly and operates under open meetings and freedom of information laws.

Panel shall initiate the fiscal note process under the Paul Harvey transparency act when bills are introduced that may impose new activities or services on local governments or increase existing service levels.

Takes effect only if Senate Bill No. ____ or House Bill No. 5503 is enacted into law.
