Reduces examination fee for contractor's license to $25.00 after September 30, 2015 (previously $100.00).

Reduces initial and per-year license issuance fee to $75.00 after September 30, 2015 (previously $100.00).

Waives all licensing and examination fees for individual applicants who served in the armed forces and provide DD214, DD215, or equivalent documentation showing honorable discharge or honorable conditions separation.

Requires department to issue initial or renewal licenses within 90 days of completed application and refund fees plus apply 15% discount to next renewal if deadline is missed.

Requires annual reports to legislature detailing application processing times, denials, and fee refunds issued under the 90-day requirement.
