Establishes a juvenile justice funding system for counties that are not county juvenile agencies, administered by the Department of Human Services under a child care fund structure.

Department shall distribute 50% of annual child care fund expenditures to non-county juvenile agency counties, excluding certain expenditures and those exceeding approved budgets.

For fiscal years ending September 30, 2014 and 2015, state pays 100% of a $3.00 administrative rate increase for foster care service providers under 2013 PA 59 and 2014 PA 252.

For foster care cases established after October 1, 2013 in fiscal years 2014 and 2015, state pays 100% of administrative rates for treatment foster care and foster care services.

Department shall promulgate rules to monitor juvenile justice services funding, prescribe child care fund accounting procedures, and establish guidelines for county juvenile justice service plans.
