Amends the State School Aid Act of 1979 to modify penalty provisions for school districts that fail to provide minimum instructional days and hours.

Exempts districts from forfeiture of state aid if they cannot meet the 175-day requirement (beginning 2014-2015) when making up lost days would extend the school year past June 13, 2014, due to conditions beyond school authorities' control.

Allows districts with school closures due to uncontrollable circumstances (severe weather, fires, epidemics, utility failures, health conditions) to count up to 6 days as instruction days without penalty, with superintendent approval for additional days after April 1.

Maintains existing requirements for districts to submit pupil attendance data within specified timeframes and certify enrollment numbers, with state aid withheld for non-compliance until corrected.

Preserves waiver provisions for alternative education programs, cyber schools, dropout recovery programs, and innovative programs like 4-day school weeks, with varying renewal requirements based on program delivery model.
