Requires photographic images of food and cash assistance recipients to be captured and displayed on bridge cards, with images of all authorized users appearing on the card if more than one person is authorized to use it.

Mandates landlords and housing providers in the rent vendoring program certify dwelling units meet habitability standards, including absence of communicable disease conditions, fitness for human habitation, and proper drainage, plumbing, lighting, ventilation, and heating.

Authorizes the department to terminate a landlord's participation in the rent vendoring program if housing code violations pose health or safety hazards or if the landlord is delinquent on property taxes.

Prohibits bridge card cash withdrawals at automated teller machines or point-of-sale devices and restricts assistance use to rent (through enrolled vendors), utilities, child care, approved grocery store products, and other department-approved services provided by enrolled vendors.

Establishes vendoring programs for utility and child care providers administered similarly to the rent vendoring program, with vendored payments disbursed first and any remaining assistance balance loaded onto the bridge card.
