Amends the Michigan Code of Criminal Procedure to add new felonies to the sentencing guidelines framework in section 11b of chapter XVII.

Adds violations related to stalking offender registration, including failure to register as a stalking offender (first, second, and subsequent offenses) and failure to update stalking offender registration information.

Establishes sentencing guidelines for these stalking registration offenses, with penalties ranging from 4 to 10 years depending on offense severity and number of prior violations.

Takes effect 90 days after enactment, contingent upon passage of House Bill 5539.
