Applies to individuals domiciled, temporarily residing, working, or studying in Michigan for 14+ consecutive days or 30+ total days in a calendar year; registration requirement lasts 25 years or life depending on conviction severity.

Requires registrants to report in person for verification every 6 months based on birth month, maintain current identification with current address, and pay $50 annual registration fee (initial fee $35 plus $50 annually, capped at $550 total).

Directs Department of State Police to maintain computerized databases of registrations and a public compilation indexed by zip code; allows public access through electronic means and notification subscriptions for registered stalkers moving into designated areas.

Establishes criminal penalties for violations: felony (up to 4-10 years imprisonment) for willful failure to register or update registration; misdemeanor (up to 1 year) for failure to verify; allows prosecution in any jurisdiction where offender last registered, currently resides, or was arrested.
