Allows specially designated distributor and merchant license holders to operate motor vehicle fuel pumps on or adjacent to licensed premises if located in a neighborhood shopping center with at least 50,000 square feet of retail space, 5 parking spaces per 1,000 square feet, and maintains minimum $250,000 inventory (excluding alcohol and fuel).

Permits fuel pump operations in townships with population of 7,000 or less that are not contiguous with other townships, if applicant maintains minimum $12,500 inventory and obtains township approval via resolution.

Allows specially designated merchant license holders to operate fuel pumps in cities, villages, or townships with population 3,500 or less in counties with 31,000+ population, or population 4,000 or less in counties with less than 31,000 population, if maintaining minimum $10,000 inventory.

Permits specially designated distributor license holders to operate fuel pumps under same population and county criteria as merchants in subsection (4), with minimum $12,500 inventory requirement.

Allows existing license holders at locations where another person previously operated fuel pumps to acquire interest in those pumps, and permits the commission to transfer licenses to persons acquiring interest in fuel pumps already operating at the same location.
