Modifies restrictions on specially designated distributor licenses by allowing new licenses or location transfers even when an existing license is within 2,640 feet if specified conditions are met.

Permits new licenses if the existing nearby licensee purchased less than $52,000 in spirits from the commission in the prior calendar year, with the threshold increasing 3% annually.

Allows new licenses if the existing nearby licensee holds a class A or class B hotel license, or if locations are separated by a major thoroughfare with at least 4 marked vehicle traffic lanes.

Permits new licenses for applicants operating establishments larger than 20,000 square feet in neighborhood shopping centers, or existing licensed specially designated merchant establishments, or retail food stores.

Exempts retailers already licensed as specially designated distributors on the bill's effective date from the new distance restrictions.
