Amends the Public Health Code to establish definitions for cord blood units, donors, donor banks, human cord blood stem cells, and statewide network of qualified cord blood stem cell banks.

Requires the Department of Health to develop and disseminate educational materials about cord blood banking options, including differences between public and private banking, medical uses and benefits, collection risks, costs, and storage information, if funding is available.

Mandates that health professionals serving as primary care providers for pregnant patients in their second trimester inform patients of four cord blood stem cell options after delivery: discard, donate to a donor bank, store for family use, or store through a family/sibling donor banking program providing free collection and processing where medical need exists.

Allows health professionals to meet notification requirements by providing information verbally, in writing, or through department-prepared publications certified to contain all required information.

Provides exemption from the notification requirement if providing cord blood information conflicts with the health professional's bona fide religious beliefs and grants liability protection to those acting in good faith under the section.
