Exempts unfair, unconscionable, or deceptive practices regulated under the Insurance Code of 1956 (Chapter 20) from the Consumer Protection Act, except for private lawsuits under section 11.

Applies the insurance exemption retroactively to March 28, 2001, covering all practices on or after that date without creating new causes of action.

Preserves existing court cases: lawsuits filed on or before June 5, 2014 concerning pre-March 28, 2001 insurance practices may still proceed despite the retroactive exemption.

Maintains existing exemptions for transactions authorized by state or federal regulatory boards and for media publishers of advertisements unless they knowingly disseminate false advertising or have financial interest in the sale.

Places burden of proof on any person claiming an exemption from the Consumer Protection Act.
