The Public Service Commission shall adopt safety performance metrics for natural gas distribution pipeline safety.

Each metric must be designed as an indicator of safety performance with verifiable data inputs and be reevaluable within a useful time frame.

Each metric must be robust enough to serve as a useful indicator of pipeline safety.

The commission shall evaluate whether natural gas utilities have met the adopted safety performance metrics.

"Natural gas utility" is defined as an investor-owned business engaged in the sale and distribution of natural gas within Michigan whose rates are regulated by the commission.
