Local units of government may exempt themselves from public employee medical benefit plan expenditure limits by a 2/3 vote of their governing body prior to each medical benefit plan coverage year.

A 2/3 vote is required each year to extend an existing exemption under this section.

Exemptions for cities with a mayor serving as both chief executive and chief administrator require the mayor's additional approval to be effective.

Exemptions for counties with a county executive serving as both chief executive and chief administrator require the county executive's additional approval to be effective.

Cities with a population greater than 600,000 are ineligible to claim exemptions under this section.
