Allows authorized distribution agents to impose a fee of up to $20.00 for special emergency orders delivered to retail licensees, with emergency orders placed on weekends available by noon Monday and weekday orders available within 18 hours.

Requires authorized distribution agents to deliver to retailers in assigned distribution areas on at least a weekly basis for orders meeting minimum requirements (not more than 2 cases), though modified schedules are permitted around state holidays with a maximum 9-day gap between deliveries.

Permits up to 12 special emergency orders per calendar year per retail licensee to avoid occasional outages, with retailers allowed to pick up products directly from the warehouse as an alternative to delivery.

Maintains restrictions that authorized distribution agents cannot hold title to spirits or have direct or indirect interests in suppliers or retailers, and subjects agents to suspension, revocation, and penalty provisions for violations.
