Increases the general minimum hourly wage to $8.15, effective December 1, 2014.

Sets the minimum wage for employees under age 21 at $7.40 per hour, replacing the previous 85% calculation of the general minimum wage.

Allows employers to pay new employees under age 20 a training wage of $4.25 for the first 90 days of employment.

Increases the tipped employee minimum wage from $2.65 to $2.75 per hour, effective December 1, 2014, provided gratuities meet the required threshold.

Prohibits employers from displacing existing employees to hire individuals at lower authorized wage rates; violators face civil fines up to $1,000.
