Requires public body meeting minutes to document "all matters considered by the public body," expanding existing documentation requirements.

Mandates that minutes include how each member voted on any non-unanimous policy decision, in addition to existing roll call vote requirements.

Requires minutes to include the main points of discussion supporting and opposing each measure, the name of each person who addresses the public body, subject matter, and a summary of their remarks when no tape recording or electronic record is retained.

Requires proposed minutes to be made available for public inspection within 8 business days after the meeting and approved minutes within 5 business days after approval.

Prohibits inclusion of personally identifiable information in minutes that would violate the Family Educational Rights and Privacy Act (FERPA).
