Eliminates the February regular election date and removes all references to it; establishes May, August, and November as the only regular election dates for Michigan elections.

Requires primary elections for state and county offices to be held on the August regular election date instead of February.

Allows city councils to adopt resolutions to change when their regular elections are held, including options to consolidate elections on odd or even year dates with required public hearings and majority vote.

Modifies recall election scheduling to be held on May or August regular election dates (removing February), with recall primary elections scheduled at least 95 days after petition filing.

Repeals Section 322 of the Michigan election law and removes references to February primary elections throughout the statute to consolidate all elections on fewer dates.
