Increases penalties for threatening to physically harm Department of Human Services employees or home health care workers from misdemeanor to felony with imprisonment up to 2 years and fines up to $2,000.

Increases penalties for assault and battery causing bodily injury requiring medical attention from felony with 2 years imprisonment to 4 years imprisonment and fines up to $5,000.

Increases penalties for assault and battery causing serious impairment of body function from 5 years to 15 years imprisonment and fines up to $10,000.

Establishes new felony offense for assault and battery causing death of a DHS employee or home health care worker, punishable by up to 20 years imprisonment and fines up to $20,000.

Allows consecutive sentencing for violations of this section and permits additional charges under other applicable laws arising from the same incident.
