Prohibits home health care employers from sanctioning, discriminating against, or taking adverse employment action against workers who possess self-defense spray devices after completing a state-approved safety training course.

Requires safety training courses to include 3 hours of instruction on defusing threatening behavior and 3 hours on recognizing dangerous situations and using self-defense spray devices appropriately.

Defines self-defense spray devices as containing no more than 35 grams of orthochlorobenzalmalononitrile and inert ingredients, or no more than 10% oleoresin capsicum.

Establishes liability for violating employers including reinstatement without loss of seniority, double back pay with interest, special damages compensation, and other remedies to make employees whole.

Allows the Department of Human Services to approve training courses from qualified instructors and charge fees not to exceed examination expenses.
