Amends indecent exposure statute to clarify that a mother's breastfeeding of a child or expressing breast milk does not constitute indecent or obscene conduct, regardless of whether the areola or nipple is visible.

Maintains existing criminal penalties for indecent exposure: misdemeanor punishable by up to 1 year imprisonment or $1,000 fine for standard violations.

Increases penalties to up to 2 years imprisonment or $2,000 fine if the person was fondling genitals, pubic area, buttocks, or breasts while committing the indecent exposure.

Maintains indeterminate sentence (minimum 1 day to life) for sexually delinquent persons committing indecent exposure.

Takes effect immediately upon enactment, contingent on Senate Bill 674 of the 97th Legislature being enacted into law.
