Amends the Michigan Management and Budget Act to add new duties to the Michigan Capitol Park Commission's responsibilities under Section 298c.

Requires the Commission to provide for appropriate display of a plaque donated by Brass Roots honoring the right to bear arms under the Second Amendment of the U.S. Constitution and Section 6 of Article I of the Michigan Constitution of 1963, once sufficient funds are received to cover placement costs.

Clarifies existing statutory references by updating citations to the Administrative Procedures Act of 1969 (1969 PA 306, MCL 24.201 to 24.328) and the Legislative Council Act (1986 PA 268, MCL 4.1701 to 4.1702).

Maintains the Commission's existing duties including developing a master plan for the Michigan Capitol Park, promulgating rules, operating programs, advising other state departments, and coordinating with the City of Lansing.

Requires the Commission to provide annual reports to the governor and legislature on its activities, including progress on the master plan and development and operation of the Capitol Park.
