• Amends the District Library Establishment Act (1989 PA 24) to remove the restriction on school districts establishing new district libraries after January 1, 2015.

• Changes the definition of "department" from "department of history, arts, and libraries" to "department of education."

• Updates the reference to Michigan election law's definition of "general election" from MCL 168.1 to 168.992 to MCL 168.2.

• Changes the definition of "state librarian" from the librarian appointed under the Library of Michigan Act to reference the department instead.
