Limits labor costs for processing requests to the hourly wage of the lowest-paid public body employee capable of retrieving the information.

Prohibits charging fees for search, examination, review, and deletion of exempt information unless the public body specifically identifies unreasonably high costs to itself.

Allows public bodies to require a good faith deposit not exceeding one-half the total fee when the authorized fee exceeds $50.00.
