Permits public officers and employees to serve on governing boards of institutions of higher education, but limits them to membership on only one institution's board simultaneously and prohibits simultaneous employment and board membership at the same institution.

Allows school board members to serve as superintendents of other school districts and permits various local government officials to serve on boards of tax increment finance authorities, downtown development authorities, brownfield redevelopment authorities, and other specified development and improvement entities.

Exempts public officers and employees in jurisdictions with populations under 25,000 from prohibitions on serving as emergency medical services personnel or firefighters (with specified exceptions for full-time firefighters, fire chiefs, and union negotiators).

Permits school board members to volunteer as coaches or supervisors of student extracurricular activities without compensation if they abstain from voting on related board matters and no qualified applicants are available.

Allows superintendents of intermediate school districts to simultaneously serve as superintendents of local school districts, and permits mayors and governing body members of qualified cities to serve on financial review commissions.
