Requires the Department of Licensing and Regulatory Affairs to establish an electronic monitoring system for Schedule 2, 3, 4, and 5 controlled substances dispensed by veterinarians, pharmacists, and dispensing prescribers in Michigan.

Mandates reporting of controlled substance dispensing information including patient identifiers, substance name, dispensing date, quantity, prescriber, and dispenser through an electronic format established by the department.

Prohibits the department from requiring veterinarians, pharmacists, or dispensing prescribers to pay new fees or incur additional costs related to the electronic monitoring system operation or data transmission.

Expands the system to include monitoring of Schedule 2 and 3 controlled substances prescribed in Michigan and allows sharing of that information with prescription monitoring programs in other jurisdictions through mutual agreements.

Permits the department to share collected information with licensing boards, law enforcement, Medicaid programs, health care providers treating patients, and other authorized entities for drug-related investigations and professional discipline purposes.
