Establishes the "Michigan Social Innovation Act" to create a 4-year social impact bond pilot program and study commission.

Authorizes the Department of Human Services, in conjunction with the Department of Technology, Management, and Budget and the State Treasurer, to use existing bond authority to administer the program.

Targets senior citizen support services designed to reduce state Medicare spending under the program.

Targets at-risk youth education and job training programs designed to reduce juvenile recidivism.
