Requires Secretary of State to develop and implement a system by August 31, 2014 allowing voters to submit registration applications electronically on the state website, with electronic submissions available to the public beginning September 1, 2014.

Establishes requirements for electronic voter registration applicants including attesting to the truth of information provided, affirmatively consenting to use of their digitized signature from state motor vehicle or identification records, and signing with an electronic signature.

Applicants without state identification cards or driver's licenses submitting electronically must comply with mail-in registration requirements under section 509t.

Requires validation of all applications submitted in person or electronically and issuance of receipts to applicants confirming acceptance; applications submitted within 7 days before registration closure must be transmitted within 1 business day rather than 7 days.

Establishes that electronically submitted applications received on or before the close of voter registration are considered timely received for registration purposes.
