Amends the Michigan Insurance Code (1956 PA 218) to modify security requirements for motor vehicles driven on highways by allowing certain vehicles to be excluded from mandatory automobile insurance coverage.

Adds "power-driven mobility device" to the list of vehicles excluded from the definition of "motor vehicle," meaning wheelchairs and battery-powered mobility devices designed for individuals with disabilities are not required to carry automobile insurance.

Clarifies that a "commercial quadricycle" (a pedal-powered or motor-assisted vehicle with at least 4 wheels and 6 passenger seats used for commercial purposes) is excluded from motor vehicle insurance requirements.

Allows insurers to permit owners of motor vehicles not driven on highways to delete portions of their insurance coverage and maintain only comprehensive coverage.

Takes effect only if House Bill No. 5045 of the 97th Legislature is enacted into law, with the power-driven mobility device definition applied retroactively.
