Amends the Stille-DeRossett-Hale single state construction code act to modify the definition of "building" in section 2a.

Excludes structures temporary or permanent located on agricultural land that are incidental to agricultural use and not used for retail trade from the building definition.

Excludes existing barns that are not heated or air-conditioned, located on agricultural land, owned and operated by the landowner, and used only for agricultural purposes or seasonal private events from the building definition.

Adds comprehensive definitions related to agricultural purposes and products, including farming, dairying, pasturage, horticulture, floriculture, viticulture, and animal and poultry husbandry.

Clarifies that agricultural structures meeting these criteria are exempt from state construction code requirements and building permit requirements.
