Prohibits physicians from performing abortions on pregnant women carrying a fetus with a detected heartbeat, as established through testing required under Michigan Public Health Code section 17015b.

Permits abortions without penalty if the physician determines in reasonable medical judgment that abortion is necessary to save the pregnant woman's life due to physical disorder, illness, or injury, with required written declaration under penalty of perjury.

Permits abortions without penalty if examination reveals no fetal heartbeat or if another physician performing the heartbeat examination informs the performing physician that no heartbeat was detected.

Classifies violation of the abortion restriction as a felony punishable by imprisonment for not more than 4 years or a fine of not more than $50,000, or both.

Does not prohibit contraceptive devices, drugs, or chemicals and does not create a right to abortion; takes effect only if House Bill 5643 or Senate Bill (number blank) is enacted into law.
