County boards of commissioners may create a county department of veterans' affairs administered by a committee of 3 to 5 veterans appointed by the board.

Committee members must be county residents, honorably discharged from active duty in the U.S. armed forces or have received an armed forces campaign or service medal, and demonstrate knowledge in public service, business, or finance.

Committee members serve 4-year staggered terms with vacancies filled through the same appointment process; county commissioners are eligible for appointment despite any conflicting state law.

Allows a nonresident voting member to be appointed if a county contracts with another county to provide veterans services, provided the nonresident is a resident of the county receiving services and meets all other requirements.

When a nonresident position opens on the committee, the county providing services must advertise the opening in local newspapers and to veterans service organizations in the county receiving services.
