Amends the definition of "legislative action" to clarify that it includes official actions by executive and legislative branch officials on bills, resolutions, amendments, nominations, appointments, and reports pending in legislative committees or either house of the legislature.

Modifies the definition of "lobbying" to remove the restriction that providing technical information by non-lobbyists or their employees does not constitute lobbying when appearing before legislative committees or executive department hearings, unless the individual is a lobbyist agent.

Expands the definition of "official in the executive branch" to include additional positions and officials from various state departments and agencies, including members of commissions, boards, and authorities, and individuals conducting business under the auspices of the governor or lieutenant governor.

Changes grammatical references from "which" to "that" and "a person" to "an individual" throughout the section for consistency.

Removes references to certain obsolete or renamed state departments and commissions while adding new ones to reflect current governmental structure.
