• Establishes "community renewable energy gardens" as renewable energy systems with 2 megawatts or less capacity serving a minimum of 10 subscribers in Michigan.

• Mandates electric providers include community renewable energy garden purchases in their renewable energy plans, with initial plans requiring standard offers at comparable prices for gardens of 500 kilowatts or less and acquisition of at least half of planned garden generation.

• Establishes net metering credits for subscribers equal to their proportional share of garden output multiplied by the provider's retail rate, minus a reasonable delivery charge determined by the commission.

• Exempts community renewable energy garden owners and subscribers from public utility regulation and requires electric providers to purchase unsubscribed output at the average hourly incremental cost of electricity supply.
