MI HB5678

Amends 1945 PA 246 to authorize township boards to adopt ordinances regulating public health, safety, and general welfare, including fire protection, licensing, traffic, parking, business establishments, public amusements, and public nudity.

Defines "public nudity" as knowingly or intentionally displaying genitals, anus, or female breasts with less than fully opaque covering in a public place or for payment.

Excludes breastfeeding or expressing breast milk from the definition of public nudity, regardless of whether the nipple or areola is visible during or incidental to breastfeeding.

Permits townships to adopt state statutes with maximum imprisonment of 93 days or less by reference in adopting ordinances, with specific exception allowing adoption of Michigan Vehicle Code section 625(1)(c) with penalties up to 180 days imprisonment, up to 360 hours community service, or fines of $200-$700.

Contingent on enactment of HB 5679, HB 5680, and HB 5681 from the 97th Legislature.
