Amends the Home Rule City Act to authorize cities to regulate or prohibit public nudity within their boundaries through ordinance.

Defines "public nudity" as knowingly or intentionally displaying genitals, anus, or female breasts with less than fully opaque covering in public or for payment, including admission fees.

Explicitly excludes breastfeeding and expressing breast milk from the definition of public nudity, regardless of whether the areola or nipple is visible.

Takes effect only upon enactment of House Bills 5678, 5679, and 5681 of the 97th Legislature (conditional enactment clause).
